1. What are examples of work which requires a building permit?

2. What are examples of repairs which do not require a building permit?

• Fixing a broken window
• Fixing broken exterior siding and stucco
• Fixing interior cracked plaster or broken wallboard
• Fixing leaking plumbing

Along with building regulations, there are many zoning rules which govern minimum lot sizes and dimensions, building setbacks and minimum yard requirements. The zoning also regulates property usage, swimming pools, driveways and accessory structures such as detached garages and garden sheds.

3. What are our Yard Signs Regulations?

Tag and yard sale signs of all kinds are not permitted. This prohibition includes signs attached to utility poles and placed on or in vehicles. Lawn signs are also prohibited.

4. Are house numbers required?

Every residence or place of business is required to be numbered and to have its number attached to the front of the building. Building numbering saves police, fire and ambulance personnel valuable time in responding to an emergency.

5. What can storm drains be used for?

Storm drains are intended for storm water only. Because these drains lead directly into Long Island Sound, residents should never pour waste oil or other contaminants into the storm drains.

6. What are our Canine Regulations?

We love our canine residents but there are some requirements. Dogs must be on a leash not longer than six feet long when off the owner's property. Owners are also required to clean up after their dog. In addition to being a public nuisance, canine waste carried to Long Island Sound in the storm water drainage system is a major cause of pollution. Dogs are required to be licensed by the Village and to have evidence of required shots.

1. What is our policy on smoke detectors?

Under New York State Law, owners of 1 and 2 family homes must install and maintain a smoke detector that provides an audible alarm within each sleeping area. This will give sleeping residents an early warning of a night time fire, which is most likely to go undetected and cause loss of life.

2. How many smoke detectors are required?

1: This depends on the number and location of sleeping areas in the home.The law only specifies that smoke detectors be installed so that they can be clearly heard in each bedroom or any room that is used for sleeping. It is recommended that a smoke detector is placed in every level of your home.

3. Do I need a carbon monoxide detector?

Carbon monoxide detectors are required under Amanda's Law which took effect in January of 2009. The law requires a minimum of 1 carbon monoxide (CO) detector in every home that has a source of carbon monoxide. An example of sources of CO is car exhaust, gas or oil heat, gas or oil hot water and a working fireplace. The placement of this detector shall be in the lowest story having a sleeping area. It is highly recommended that one detector be placed on each level of the home.

1. What do dog owners need to know?

The Village Code requires all dog owners to keep their dog on a leash not more than six feet long when off your property.

Dog owners are also required to clean up after your dog when walking off your property. Besides keeping Pelham Manor neat and clean, cleaning up after your dog will improve the water quality of Long Island Sound. Studies have determined that one of the main causes of excess nutrient loading in the Sound is from canine waste carried into the Sound through the storm water drainage system.

New York State Law requires that every dog be licensed. Pelham Manor issues and renews dog licenses. For information regarding dog licensing, call 914-738-8820.
