Boston Post Road - Utility Work - Paving
After extensive advocacy efforts from our Village, with the support of our state elected officials, we are pleased to provide another update on the paving of Boston Post Road (Route 1). New York State Department of Transportation (NYSDOT) has awarded the contract for paving Boston Post Road for the length of the Village of Pelham Manor. The project will take from the New York City line to the City of New Rochelle line. As a reminder, the NYSDOT project ID number is 881409, which residents can use to track project status online. While this is an exciting initiative to be received by our Village, we ask for residents continued patience throughout the project. You have likely noticed the extensive utility work being conducted by ConEdison. A significant portion of this work has been in anticipation of the NYSDOT paving project. There is more for ConEdison to do. Beginning Monday, July 17, ConEdison will be moving to the intersection of Boston Post Road and Pelhamdale Avenue. Due to safety concerns, this work must be completed at night. Hours of operation will be from 8:00pm to 6:00am. Upon completing the intersection, ConEdison will be continuing down Pelhamdale Avenue in the Eastern direction. To avoid further disturbance, the work in front of the shopping center will also be done at night. Once past the shopping center, work will resume during daytime hours.
It is imperative any necessary utility work is done in advance of the NYSDOT paving project. NYSDOT is hopeful to begin their preparatory efforts in roughly four weeks. Their efforts must also be conducted at night. We will remain in communication on this project as a start date is confirmed.

Village operating efforts continue on our drainage infrastructure. At the Board of Trustees meeting this past Monday, two resolutions were adopted by the Board of Trustees to authorize the Village Manager to move forward with grant applications. The grants are available through the Climate Smart Communities program, which involves a 50/50 match reimbursement structure. The two projects that will be submitted are titled: Watershed 3 Climate Smart Phase 2 and Watershed 5 Climate Smart Phase 1. These projects both follow the roadmap that was outlined in the Village-Wide Drainage Infrastructure Assessment (Village assessment). This proactive measure is a step to further expand the funding of our continued investments in our stormwater management system. The Village remains in continued conversations with our partner agencies to ensure the downstream areas are prepared to handle any upstream improvements that are made. Measures are actively being taken to secure capacity improvements with the City of New Rochelle and the Pelham Bay Parks administration, which are crucial to carry out prior to conducting our upstream projects that are being submitted in the Climate Smart Communities grant application.
The Village of Pelham Manor and Pelham Public Schools remain in partnership to navigate components of Watershed 1. Additional efforts have been conducted and it is confirmed the tidal valves are in good operating condition. We will continue to work together to gain access to the interference that is mentioned in the Village assessment. The Village Manager continues to work with FEMA Technical Assistance to prepare for the fall FEMA grant application window. Advocacy continues with the U.S. Army Corps of Engineers as they specifically focus on overwhelmed drainage ditches, creeks, and rivers and Watershed 1's final outfall point is the Hutchinson River.
We will continue to carry out interim mitigation efforts, which currently consist of enhancing and repairing catch basins throughout the Village. All of these efforts are in addition to our regularly scheduled stormwater maintenance program. Our annual deep clean of our catch basins began last month and was completed this week. Our contractor vacuums out the basins to ensure we are as best prepared for the summer and fall weather seasons. Residents are advised that due to the weather event that occurred this past Sunday, our monthly street sweeping was delayed this week. The street sweeper will be in the Village Monday through Wednesday of next week. Please make an effort to keep vehicles parked off the street on these days!
